According to an official at the Ministry of Agriculture and Water Resources in the Kurdistan Region constantly Turkey and Iran try to build dams on the headwaters of the water entering into Kurdistan , as he emphasized the Arab Ministerial Council for Water, "the importance of reaching agreements between the Arab countries that have water in common with its neighbors, taking into consideration the quantity and quality of water entering the soil and are based on the principles and rules of international law".
The Director-General of the dams in the Ministry of Agriculture and Water Resources in the Kurdistan Region Akram Ahmed in a press statement: "Iran plans to build 9 dams on the river Sirwan," referring to the completion of a number of these dams indeed, remarkable to send the Iraqi government and several delegations to Iran in order to stop the project, but the Iranian government did not respond, he said, adding, "It seems that we maintain our water from local waste".
Ahmed pointed to "Turkey is currently building the Ilisu dam on the Tigris River, which would harm Iraq and the Kurdistan region significantly".
